Velaris Skelkallan is a Unified People's Collective demagogue, originally recruited by the Church of Humanity, Repentant, from the Yakiyah ranks of the Order of the Ouroboros Cycle.

Veleris was still just one of the many psychically gifted serfs on Hroa when the great war of the synthetic started. In a fit of inspired precognition, he killed one of the synthetic servants on one of the family estates he served on and subsequently through visions of the future he drove himself into hiding to escape the onset of the war. Escaping to Cabina by joining a Church of Humanity, Repentant pilgrimage. There the young man tried to join several CHR sects, including the Concord of the Sanctified Souls, but he was unable to cleanse his mind and seek peace.
Restless and impatient he joined the Order of the Ouroboros Cycle and became an accomplished fighter while rising to the rank of Practicus within the order. He was instrumental in keeping order alongside the Shrouded Maiden while the Helping Hands were promoting the Church of Humanity, Repentant on Yakiyah and aiding its people.
Naturally distrustful and enhanced by his precognitive abilities, Veleris is a skilled mediator thanks to his natural gifts for both espionage and grander strategy. His convictions lead him to strive to accomplish the greater good instead of the individual good. His fierce nature is reflected in a "take charge and get things done yourself" attitude to problems, both his own and others. He always tries to be helpful and nice when it is possible and firm and decisive when it is time to act.
