Biography[]
Hugo is a loan shark. He organizes shakedowns from the populace to get the money that's owed to the 14 Red Dogs Society. Arrogance and greed is what seethes out of his pores. He doesn't dare to cheat from the 14 Red Dogs, but he has many side operations going on. With the power granted to him by his rank, there aren't many who can stand up to his dishonorable practices.
He's the self professed king of racebetting, making loads of money for himself, and ofcourse for the 14 Red Dogs Society.
